A native of Mauritania, Mzeirigue is among the inheritors of descent-based discrimination stemming from a traditional caste system and intergenerational slavery, a community locked into a cycle of poor education and limited opportunities beyond farming.

Scott 鈥淜idd鈥� Poteet 鈥�96, retired from the U.S. Air Force,听has patrolled the Demilitarized Zone between North and South Korea, flown combat missions over Afghanistan, Bosnia, Kosovo and Iraq, and even soared with the Thunderbirds, the Air Force鈥檚 elite precision team. Those are the words of Jolan Rivera, who has been teaching at the 91制片厂 Carsey School of Public Policy since the community development program began in 2011 and currently serves as its program director. After exploring options in chemistry and engineering, he graduated from the University of the Philippines College Baguio with a Bachelor of Arts in social sciences with a double major in economics and psychology, and joined their faculty to teach western economic theory.
